QENDRA SOCIALE MURIALDO

HISTORY

 The "Murialdo Social Center (QSM) for vocational training and education of young people" is an educational, humanitarian, non-state, non-profit association, which began its activity in 1994 and is established by law Albanian and registered in Fier on 23 March 1995, with plate n ° 5821, modified and registered for the second time in Tirana with n ° 5821/1 on 25.06.2002.

This association, in the context of the free exercise of a function useful for the general interest, promotes professional training and any activity of a sporting, educational, cultural, scientific, artistic nature, etc. contribute to a process of human, civil and moral self-formation, as a factor of freedom and responsibility in the social life of the Albanian national community. The agreement for the establishment and development of the Vocational Training Center was signed by the Ministry of Labor and Social Affairs, the Embassy of Italy and the ENGIM, signed by the Minister of Labor and Social Affairs on 19 / 02/1996.

 

 SIGNS OF A PRESENCE

 The Murialdo Social Center is a proposal open to all and made it possible that, on 03.09.97, in the most difficult moment in Albanian history, it organized and welcomed all parties, local authorities, associations and religious faiths in its premises. , in a meeting, a conversation and a common commitment to the service of the city, for an act of reconciliation.

 The local authorities, appreciating the activities carried out, for the educational project proposed to young people, have named the street on which the Center is located after S. Leonardo Murialdo. The celebration of 18 May 1999 was characterized by the naming of the street where the local government and about 1000 young people participated, who made a musical show, games, exhibition of paintings and photographs.

 

COLLABORATIVE METHODS

 QSM maintains relationships with Albanian and foreign associations and educational institutions.

She is a member of the forum of the Albanian NGO, based in Tirana, and was one of the promoters of the NGO forum in Fier.

Since 15 June 2000 he has been a member of the Assembly of the Alliance for Children in Albania.

It collaborates with various Albanian and foreign NGOs, to carry out various initiatives, projects, activities for the benefit of young people.

A particular collaboration is that with the local government, the employment office, the chamber of commerce, the SSS, the education directorate and the schools of the city of Fier, starting with the inclusion of some villages.

Cooperation with the Youth Parliament, Round Table on anti-trafficking coordination continues.

It collaborates in particular with ENGIM, an Italian association, non-profit, non-profit that develops its primary activity in the field of human elevation mainly through professional training actions in Italy and in the world (Spain, Guinea Bissau, Sierra Leone , Latin America, United States, Romania, India).

 QSM has repeatedly invited experts from abroad for training, exchange of experiences. A special collaboration is the monitoring of the world of work, carried out in collaboration with experts sent by the Italian elderly association.

QSM has started since 1996 a link with the city of Albes (Cunieos) for the training of educators and the exchange of experiences. In September 2001 in Italy a meeting was held with the representatives of the office, the Chamber of Commerce and the representative of QSM on the topic Albania a place to be recognized. In January 2002 a delegation from the city of Alba went to the city of Fier and held a series of meetings with representatives of the local government, the Fier District Police Directorate, the Education Directorate to start a twinning between the two municipalities .

 QSM in 1999 started a collaboration with the "Fundatia Leonardo Murialdo" (Romanian Association).

From 28 October to 3 November 1999, 2 QSM operators were in Romania, thus starting the collaboration with them.

From 23 to 28 April 2001 we organized a seminar in Fier for the exchange of experiences and the mutual formation of young people.

From May to June 2003 a Romanian operator came to Fier and participated in our activities, training courses, especially with street children and repatriated minors. This is where the idea of ​​collaborating was born, based on their limited knowledge in this field.

The exchange of experiences of operators continued from 2005 to 2008.

 Since August 2004 QSM has been a member of the Network of Local Anti-Trafficking Institutions (RILAT).

 

 TRAINING OF EDUCATORS

 QSM works by creating an educational family, where young people and educators occupy an important place.

One of the main tasks of educators is their professional development. For this QSM commits itself to a premium educational training of the various collaborators who work near the Center. For this reason it has started the preparation of educators by doing internships before the start of the Vocational Training Center in Italy, for a period of 6 months, continuous updating of educators, various secrets, exchange of experiences with Italian teachers, as well as weekly meeting with educators .

 In the Youth Center, specific training with foreign associations, linked to sporting, cultural and social activities, weekly meetings. Special training courses are organized for different activities.

 For social services it is necessary that operators are trained in specific fields, therefore they have participated in multi-year courses, seminars, various trainings, exchanges of experiences with Italian operators in Italy.

 The educators of the Center have been trainers in various training activities for educators also in collaboration with ILO, ICS, DAS, IOM, local government.

 The Murialdo Social Center in agreement with the Fier Education Direction has resumed the training of Fier school psychologists.

 

DEVELOPING PROJECTS

 PROFESSIONAL TRAINING CENTER

On 19.02.1996 QSM signed an agreement with the Ministry of Labor of Albania, for the realization and management of a Professional Training project. The agreement was also signed by ENGIM and the Italian Ambassador in Tirana. On the basis of this agreement, the parties are committed, in relation to their respective roles, in the implementation of a development program in the Fier area with the aim of creating a PROFESSIONAL TRAINING CENTER and starting activities for social and human elevation. of young people, especially those with fewer economic opportunities.

The construction of the building, the purchase of the necessary work tools, the various administrative expenses, the start of a small dormitory where students from other nearby neighborhoods reside, are so far ensured thanks to the close collaboration of QSM and ENGIM and the offers volunteer.

On 13 January 1997, the first two-year professional training courses for electricians, company secretaries and foreign languages ​​(Italian, English, German) began regularly. Each course is made up of 20 students (the students present in these courses are 10 from Fier and 10 outside Fier).

On 27 July 1998 the diplomas were awarded to the first 51 graduates; these diplomas are also signed by the Ministry of Labor.

At the end of July 1999, the ceremony for the awarding of diplomas for the second generation of graduates took place: 20 students for foreign languages, 19 for company secretaries.

2 September 2000 awarding of diplomas in the second year of two-year courses for electricians, secretaries, foreign languages ​​(English, Italian).

In October 2001 delivery of the second year diplomas of the two-year courses in secretarial and foreign languages.

In 1997 the opening of an experimental tailoring course for girls. From 1999 onwards, tailoring courses lasting 1 year are held with 20 students every year.

In 2000 we started an experimental course in the mechanical branch, duralumin, for young people with social problems or returnees.

Every year QSM conducts seminars with the students of the Vocational Training Center on the subject of the world of work, opportunities and social problems.

Most trainees who graduate from the Vocational Training Center find jobs faster and easier.

For example, the emergency situation of refugees from Kosovo (1999) led to many NGOs in Fier who turned to our Vocational Training Center to hire qualified personnel.

The positive results obtained confirm us the opportunity to qualify ourselves more and more and to update the activity of the Professional Training Center.

In the Vocational Training Center, a friendly meeting with former students is kept as a tradition to see their skills at work and the possibilities for updating their professions.

November 2001 Launches, in collaboration with Movimondo, an information office for young people, focused on job opportunities, study and professional training for young people.

On March 18, 2005, in collaboration with the Municipality, the Chamber of Commerce, the Labor Office, the Directorate of Education, Engim, a continuing education seminar for adults was organized.

March 20, 2019 The Professional Training Center was authorized to develop the Pastry course, thus joining the professional training courses for young people.

01 June 2021 the license was obtained for three profiles of Vocational Secondary Education in the following profiles: Economy-Business-Profile "Account", Transportation Service-Profile "ElektroAuto", Electrotechnical-Profile "Automation Technology" thus transforming the Vocational Training Center in a MULTIFUNCTIONAL PROFESSIONAL CENTER.

 

 

EDUCATIONAL PRESENCE IN FIER SCHOOLS

 From the beginning, QSM has collaborated with the Education Department of Fier, proposing and coordinating various activities:

The projects of the EXCHANGE OF ITALIAN PEDAGOGHI and of the teachers of the state schools of Fier are also underway. The project intends to present elements of comparison between the two teaching and educational experiences in the future.

 

QSM has launched triple twinning

 1994 - Liceo "Savastio" of Volturino (Foggia) which coordinates together with other Italian schools the cultural and methodological exchanges between Italian and Albanian 8 year old schools

1996 - Two working groups for secondary schools have already been set up:

The project sees young people from high school as protagonists for a path of EDUCATION TO DEMOCRACY, to peace, to freedom, to welcome, to reconciliation.

The initiative was born as a response to the critical situation created in 1997, to help young people to be protagonists of their public and democratic life.

SOCIAL PREVENTION ACTIVITIES

 QSM has launched a series of initiatives to understand the problem and find some solutions to the problems of attracting young people to Italy, minors brought abroad for begging, drugs, prostitution, increasing youth violence.

The first contribution was made by the Vocational Training Center managed in collaboration with ENGIM.

To better understand the reality, in search of answers to youth emergencies, QSM launched in October 1996 an Albanian Initiative Group for Prevention Initiatives in collaboration with local authorities, in particular with the social assistance service of the municipality of Fier. , and in collaboration with Engim is to start a social prevention and recovery project. Also thanks to an effective collaboration with various Italian associations, we pay particular attention to Albanian minors who live in Italy in difficult and exploitative situations (contacts with families, documents, possible repatriation, accommodation ...).

REPORTED MINORS

 On 18 August 1998, in collaboration with the International Social Service, a project was launched with the aim of intervening to include unaccompanied minors repatriated from Italy.

From 7.12.98 to 14.06.99 a special course was held for electricians who see a group of repatriated minors as their students.

01.09.2000-01.09.2002 in collaboration with ENGIM and financed by the Italian Ministry of Social Affairs, has launched a pilot project, in favor of minors in difficulty, with particular attention to young repatriates.

On 24 - 28.10.2000 the first phase of the seminar "With open eyes", in collaboration with Italian experts (from DAS) on the problems of unaccompanied minors in Italy and opportunities for reintegration in Albania.

Working with repatriated minors involves meeting with the minor, following not only his work needs, but also social, educational, psychological, meeting with the families of origin, insertion into an educational environment, insertion into various activities carried out by QSM, associative activities, sports ...

Since November 2001 we have started a special experience, in collaboration with the Fier police, for the opening of a Rehabilitation Center for trafficked girls.

From 1 September 2002 to 31 December 2003, QSM in collaboration with ENGIM, reached an agreement with the Italian Ministry of Labor and Social Affairs on the subject of unaccompanied minors. The project involved family interviews, hospitality and reintegration into the community in the event of the repatriation of the children.

EUROPEAN COMMUNITY

 Links and evaluation of the European Community for Q.S.M. were expressed through projects funded by the European Community as well as through the letter addressed to Q.S.M. on the occasion of Europe Day 1999 in which appreciation for its activities is expressed.

From 15.10.97 to 15.06.98, in co-financing with the European Community, we carried out the project: "resume from the suburbs", for children aged 12-18 who have dropped out of school, who live social and family problems. There were 50 young people who took part in this project. They took part in computer courses, foreign languages, craft workshops, tailoring, cultural and sporting activities. A "course against illiteracy" has been opened for 7 young people (a course for learning the elements of language and arithmetic, as well as for training in becoming aware of their own life conditions). The five young people who took part in this project started working in a footwear company in Fier.

From 15.11.98 to 15.09.99 QSM carried out a second project co-financed by the European Community entitled "young protagonists", aimed at intervening on young people aged between 8 and 18, who experience problems of social difficulties, early school leaving, low academic performance, first experiences of petty crime.

07.05.99 Concert for the Day of Europe, poems, paintings, games on the occasion of the 50th anniversary of the establishment of the Council of Europe. The holiday was organized in collaboration with the Education Department of Fier.

PARLIAMENT OF MINORS

 On April 9, 2002, in co-financing with the European Community, in collaboration with the Management of the Education, the first session of the Parliament of Minors was held, of 40 deputies, high school and town and village high school students, young Roma, as well as representatives of the world of work and sport. This parliament aims to increase the democracy of young people and to be aware of the rights and duties of minors. The parliament began its work with awareness-raising activities with 8-year-old school youth, the youth festival with high school youth, and on May 30 held a seminar on "the integration of young people into social life- cultural ”, which was attended by young people, teachers, parents, local authorities and various NGOs.

The Parliament for Minors, in collaboration with QSM and CRS, has conducted summer courses for young people whose parents are in the social system.

A particular experience of the parliamentarians of the Parliament of Minors was the visit to the Albanian Parliament, as well as the parliamentary session held in its hall. Representatives of the Albanian parliament were also present in this session, where a very interesting debate took place. This parliament also held a meeting with several representatives of the European Community in these structures.

YOUNG PEOPLE AT THE CENTER OF ATTENTION

 The choice preferred by young people has allowed QSM to launch a series of initiatives that see young people as protagonists at different levels.

In May 1997 a "Youth Forum" was launched, an initiative to organize different groups of young people living in Fier, to get to know each other, to plan together, to implement common initiatives at the service of young people. The first initiative was the Peace Demonstration in June 1997. Awareness of participating in elections.

The typical summer experience is "SUMMER FOR CHILDREN" through programmed initiatives for children and teenagers, where young Albanians together with Italians become animators of games, amusements, various activities. A very positive experience because it increases the feeling of volunteering in young people, the feeling of being together to engage in education with new personal and social values. The educational experience of the "summer for children" began in July 1995, and the participation and interest of both young people who voluntarily organized animation activities for children and young people has grown every year. subject to animation intervention.  Every year young Albanians collaborate with young Italians, who share moments of friendship, common life, organization of activities. Summer for children is transformed into an experience of service, planning, meeting. A very important training experience for young Albanians and Italians, carried out in July-August 1998, also with the collaboration of the young people of Vlore and with groups of young Italian volunteers.

Since 1995, several TWINNINGS have developed, both among young people within Albania, and with young Italians who come to Albania during the summer and exchange educational and spiritual experiences with young Albanians.

Since 1995, the construction of YOUNG GROUPS that are born according to different interests follow a training path and realize service experiences. The celebration that took place on June 17, 2000 together with young people and parents is also interesting.

 Our center adheres to the "FIBS" newspaper which designs YOUTH centers in different cities.

A significant activity is also the youth MUSICAL GROUP, which accompanies various initiatives, events, parties. Its first debut was on the occasion of the Festival of Tolerance and Understanding on 10.12.98 and beyond.

From 04.05.1998 to 04.02.2000, with a co-financing from the Italian Ministry of Social Affairs, as part of the intervention in favor of minors in Albania, the "YOUTH CENTER PROJECT" was launched, which allows the formation of a structure and the first opening of a youth association center through sports education and free time activities, promoting a series of sports workshops, cultural, artistic, theatrical, entertainment, musical, craft…, in collaboration with other centers in Albania, participating in the same Youth Center Project.

The project was refinanced for a new period of 24 months and started on 01.09.2000 and ended on 01.09.2002.

On 18 May 2000 the YOUTH CENTER was inaugurated with rooms for cultural, educational, theatrical and seminar activities, a playroom for young people, a changing room for sports activities. The local government and many young people participated in the inauguration, who frequent the center every day.

QSM has created a SPORTS CENTER with facilities suitable for football, basketball, volleyball, popular games, leisure facilities. We are represented by 3 teams in the national football league up to the age of 16.

 QSM from the beginning has had the pleasure of having ASSOCIATES-EDUCATORS. At the moment it can count on a small and experienced team, which meets every Monday for a dialogue on training, verification, programming.

Collaboration with the Italian Sports Center, UISP for the training of sports teachers in the youth centers of the cities.

Various sporting activities are held constantly, such as the championships between the districts of the city of Fier, between the classes of the 8 year old schools and the championship with the high schools of the city.

  

MAXIMUM ACTIVITIES

 The Murialdo Social Center has started organizing mass activities for children and teenagers. The organization of these activities always involves collaboration with local authorities and structures.

In selecting the activities, the evaluation criterion of the Albanian tradition was followed, in addition to the inclusion of new phenomena.

- The hot air balloon party, appreciating a typical Albanian party, from 19 March 1998 resumes the tradition of the hot air balloon party. Activities with the mass participation of children accompanied by parents, in collaboration with schools, children are also helped in the preparation of balloons, which on March 19 decorate the sky, already left in tradition.

In collaboration with the Fier Education Directorate, including all the high schools in the city, it was organized on 10.12.98. party-concert for the day of "tolerance and understanding". Activity prepared together with young people, launching cultural and sporting initiatives, debates, seminars… about 1000 young people took part in this event in the presence of the local authorities and with the participation of the Albanian Minister of the Interior and deputy Fier Petro Koçi. This date is already very well known for the city of Fier as every year it is celebrated in collaboration with the Education Directorate with the high schools of the city and the village.

- 18 May 99, on the occasion of the naming of the street "San Leonardo Murialdo, Educator" in which the Murialdo Social Center is located, an activity was organized in which about 1000 young people took part, on the cross, in musical performances, in games...

A holiday for children on 1 June 99, activating the collective centers where refugees from Kosovo were welcomed with songs, games, theater, drawings. About 1000 people participated in this initiative in collaboration with CRS.

§ The Feast of the Peace Bell, in collaboration with the Education Directorate, on 9-10 December 1999 were 2 days dedicated to hosting the Bell of Peace created by the children of Zadrima. The organization was based on various prepared activities, animation, awareness raising, literary competition, paintings, championships, television broadcasts near a local station. Positive experience of introducing several different schools from the villages.

About 4,000 people attended these two days.

A meeting of companies approved in support of the initiative against the exploitation of Albanian minors for alms, prostitution, drugs, illegal immigration.

 On May 18, the feast of "San Leonardo Murialdo" is a tradition of sporting activities with all schools and a Youth Concert in the city of Fier.

 

USE OF FREE TIME

 QSM has always paid particular attention to the education of young people even in their free time.

Involvement of young people in animation for the little ones, see Summer for children, to increase in young people the sense and taste of solidarity, attention for others, free service, to spend the summer, free time in different ways.

The facilities of the center are used every day by about 200 young people and children, for sports, cultural activities, guitar, organ, theater, school support, to make friends, meet new people, carry out activities ... The center is an available and open for everyone, especially for the little ones, the most marginalized, as long as everyone can find their own space, and young people are always the real protagonists of the eir life.

An important space is reserved for holidays, excursions, seminars, meetings with young people from different cities, exchanges of different experiences with non-Albanian young people.

A special experience was the participation of 40 young people in the Jubilee of Rome from 12 to 22 August 2000 which was attended by 2,000,000 young people from all over the world.

 

KOSOVO EMERGENCY

The arrival of the Kosovar deportees (1999) engaged us on several fronts:

Food aid. With a group of about 40 young volunteers, about 3,000 people were followed. Responsible for the distribution of humanitarian aid were two Kosovar heads of families, who resided in the facilities of QSM.

Recreational activities: the young Kosovars were immediately involved in oratory, entertainment, sports, music; a computer course, two English courses and one Italian course have been opened for them, in collaboration with CRS.

 12 - 17 May 2000 seminar and meeting with Italian experts and the director of the Police of the Fier, on the themes of criminals, drugs, young people.

 On 24 - 28.10.2000 the first phase of the seminar "With open eyes", in collaboration with Italian experts (of the DAS) on the problems of unaccompanied minors in Italy and on the possibilities of settlement in Albania.

 21-23 October 2001 training with the students of the vocational training center on the prevention of trafficking in human beings.

 25 May 2001 seminar organized in collaboration with the Directorate of Education, DAS, the Italian Consulate in Vlore, the District Police of Fier on the problems of school dropout and clandestine emigration to Italy of unaccompanied minors.

Organized in collaboration with: Albanian Ministry of Labor and Social Affairs, European Community, UNOPS, Italian Embassy, ​​Local Government, Chamber of Commerce-Fier, Ufficio del Lavoro-Fier, Engim-Italiano, VTC of Rome and Vicenza, to finish a agreement was signed between the Murialdo Social Center of the Municipality of Fier and the Chamber of Commerce for Practices and Attachments.

 On March 18, 2005, in collaboration with the Municipality, the Chamber of Commerce, the Labor Office, the Directorate of Education, Engim, a continuing education seminar for adults was organized.

  Training seminars for trainers are held every weekend in August in collaboration with foreign specialists.

 

  PLANNED PROJECTS

  • Strengthening of the vocational training center with the creation of a workshop for mechanics and electroautics courses;

• Social and democratic education courses, both for private entities and for administrators and public officials;

• Courses for cultural and sports organizers;

• intensification of teacher exchanges;

• courses for social workers for educational interventions for minors at risk and for the promotion of women. Thanks also to a fruitful collaboration with various Italian associations

Closely related to the vocational training center, small business start-up projects are being developed, which will help young people who attend our center to undertake productive activities on their own and in society.
